Asbestos Waste in Boise: How the Ada County Landfill Takes It

By Boise Asbestos Inspection ·

A remodel in a North End bungalow or a Bench ranch starts with a plan for what comes out of the house: ceiling texture, 9x9 tile, wrapped heating pipe. If any of that tests positive for asbestos, it cannot simply ride to the dump with the drywall scraps. In Ada County it has its own appointment, its own packaging rules, and its own paperwork at the scale house.

This guide covers what Boise city code says about asbestos in your trash, how the Ada County Landfill accepts asbestos waste, and how that fits with a remodel or teardown permit. It is general information, not legal advice. Confirm the details for your project with Ada County Solid Waste, the City of Boise, and the EPA.

Asbestos is banned from Boise's trash carts

Boise city code lets up to half of a residential trash cart hold construction and demolition waste. Asbestos is different. Section 10-4-4-1 of the Boise City Code lists "asbestos or asbestos-containing materials" as a prohibited waste that no one may set out for collection or disposal through the city's solid waste program. The next subsection says customers who generate prohibited waste must arrange their own collection and disposal under the applicable regulations.

So a few bags of positive popcorn texture do not belong in the gray cart or beside it as overflow. They go to the landfill through its asbestos process.

How the Ada County Landfill accepts asbestos

The Ada County Landfill on Seaman's Gulch Road is the county's disposal site. If you remember the Hidden Hollow cell, it took its last load of trash in 2017 and has been capped, and day-to-day disposal now happens in the newer North Ravine Cell. Asbestos follows the county's Asbestos Receiving Procedure.

Scheduling. Asbestos waste is accepted Monday through Friday, 8:00 a.m. to 3:00 p.m. The county asks for at least one business day of notice, and its hazardous waste page offers an online scheduling link along with phone and email options. Loads that show up unscheduled, or more than an hour outside their scheduled time, may be rejected. Be ready to say who generated the waste, where it was removed, and how much there is.

Packaging. The current version of the procedure (v2026) requires that:

  • Asbestos waste is wetted before it is containerized.
  • It is double bagged, with each bag at least 6 mil thick, and sealed.
  • Material too large to bag is double wrapped in transparent 6 mil plastic with every seam sealed.
  • Bags and wrapping carry a permanent warning label meeting the OSHA standard the procedure cites, plus a generator label. The federal rule it references calls for the name of the waste generator and the location where the waste was generated.

At the landfill. Staff or a hazardous waste screener inspect the load before or during unloading, and improper or damaged containers can get the load turned away. Once the load and paperwork check out, the paperwork is signed and dated and you receive a copy. The county says to keep that copy as your record of proper disposal. From the scale house you are escorted to the unloading spot, and the hauler supplies the people and equipment to stack the waste where staff direct.

Paperwork. The county's asbestos page says commercial customers must bring a Waste Shipment Record and homeowners are exempt. The county's written procedure ties that record to buildings covered by the federal asbestos rule and excludes homes with fewer than four dwelling units. So a single-family house or a building with up to three units falls outside the record requirement under both the county procedure and the federal rule. If your building has four or more units, or a contractor is hauling for you, check with the landfill about the paperwork before you schedule.

Where the material came from matters

The 2026 procedure states that asbestos waste generated or removed outside Ada County is not acceptable at the landfill. Boise, Meridian, Eagle, and Kuna projects fall inside the county. Nampa and Caldwell are in Canyon County, which runs its own landfill. Canyon County's solid waste page says it accepts regulated asbestos-containing material with prior notification and a Waste Shipment Record, under its own acceptance procedure. If your project is on the west side of the valley, start with Canyon County, and see our Nampa and Caldwell page for testing in those cities.

How it fits with a Boise remodel or teardown permit

The City of Boise's demolition and deconstruction page notes that hazardous materials, including asbestos, are to be abated under EPA requirements where they apply, or other state or local requirements. Beyond the trash cart rule above, city spokespeople told the Idaho Statesman in 2025 that asbestos falls under the EPA's purview and that the city does not require asbestos testing before demolition.

The federal side depends on the building. The asbestos NESHAP defines a regulated facility to exclude residential buildings with four or fewer dwelling units, so a typical single-family house usually sits outside the inspection and notification rules. Apartment buildings with more units, commercial buildings, and houses cleared as part of a larger project are a different story. For those, Idaho DEQ says every demolition requires a 10-day notification, and EPA Region 10 receives the notifications for every site except the major industrial facilities DEQ oversees. Our pre-renovation and demolition surveys page explains what an inspection covers for those projects.

One more Boise detail: after a permitted demolition or deconstruction, the city asks for an Actual Diversion Report backed by landfill receipts, weight tickets, and hauler receipts. The signed copy you get from the landfill is worth filing with the rest of your project records.

Why the lab result comes first

Idaho does not run its own asbestos certification program, according to the EPA, so look for an inspector who holds accreditation that meets federal standards. Federal rules treat a material as asbestos-containing when it holds more than 1 percent asbestos, and only lab analysis can answer that.

A test before demolition day helps in three ways:

  1. It separates the debris. Materials that test negative can go out as ordinary construction waste under the usual rules, so you are not bagging a whole room when only one layer is positive.
  2. It sizes the landfill trip. Knowing that the ceiling texture is positive but the floor tile is not lets you or your contractor plan bags, wrapping, and one appointment for the right quantity.
  3. It answers questions later. Buyers and contractors may ask what was found. A written report answers once.

Vermiculite attic fill is the exception to testing first. The EPA says a mine near Libby, Montana, supplied over 70 percent of all vermiculite sold in the United States from 1919 to 1990, and that if you have vermiculite insulation you should assume it may be contaminated with asbestos. Plan any removal as asbestos work. Our vermiculite insulation page covers the options.

FAQ

Can I put a small amount of positive popcorn texture in my trash cart? No. Boise City Code lists asbestos and asbestos-containing materials as a prohibited waste for the city's collection program, with no small-quantity exception. If you have not tested the texture yet, start with our popcorn ceiling testing page.

Do homeowners need a Waste Shipment Record at the Ada County Landfill? Usually not. The county's asbestos page says homeowners are exempt and commercial customers must bring one, and its written procedure excludes homes with fewer than four dwelling units. A single-family house or a building with up to three units is outside the requirement under both the county procedure and the federal rule. The packaging, labeling, and appointment rules still apply to everyone, so confirm your load with Ada County Solid Waste before you drive out.

Can I haul asbestos from a Nampa project to the Ada County Landfill? The county's 2026 procedure says asbestos generated outside Ada County is not acceptable there. Contact Canyon County Solid Waste about its own asbestos acceptance rules.
